State Postsecondary Attainment Agendas in the Era of COVID-19

The economic upheaval caused by the COVID-19 pandemic has left millions of Americans out of work and entire industries disrupted. Low-skilled individuals and those without any postsecondary credentials are particularly vulnerable to economic shifts and limited in their options for employment; as a result, it is critical that state leaders prioritize postsecondary attainment strategies as a central component of their economic recovery efforts.
This brief examines how states are adapting and innovating on their existing efforts to increase higher education attainment to accelerate economic recovery. Now is the time for bold action to reinvent systems and structures to better serve all students, especially students of color and those from low-income families.
